The Congressional Black Caucus was opposed, 21 to 18, with the more progressive CBC members mostly voting No. Former presidential candidate Rep. Dennis Kucinich asked, "Is this the U.S. Congress or the board of directors at Goldman Sachs?" Two-thirds of the GOP Caucus bucked their president.
